Exile human rights Activist Elijah Luk appealed to Wagner group-to stop sale of military weapons to the South Sudan Government.
The prevention of arms weapons sales to the South Sudan, emphasizing that it is essential for the security and stability of South Sudan and beyond the east Africa region.
As South Sudanese citizens, we advocate for the full implementation of peace rather than the acquisition of arms empowerment.
Recently, we have learned that a Russia Federation Government -wanger group invests selling weapons to the South Sudan Government.
This will only lead to more suffering and will not bring peace.
Reports have been received by the South Sudanese citizens regarding the sale of weapon systems and ammunition to the South Sudan Government used Kenya port authority, Djibouti port ,Central African Republic ,Uganda and Sudan port as mean of passway in 2023- 2024,which has been led by tribal elites and has been massive contributed to current human rights situations in South Sudan.
The influx of arms and ammunition into South Sudan raises concerns, and the Russian Federation Government should take measures to prevent the supply of arms to the Juba tribal regime.
This is necessary to prevent further instability and insecurity in South Sudan, the region, and beyond. These measures should include pre-transfer risk assessments, end-user certification, and post-shipment verifications.
The United Nations Register of Conventional Arms is an important tool to track the influx of weapons into conflict zones, including South Sudan.
The South Sudanese people also acknowledge that the Russian Federation has established arms-control instruments to prevent the diversion of arms and regulate the international arms trade.
They call on the Russian Federation Government to protect relevant arms treaties and fulfill their obligations as party to these instruments. In addition to addressing arms transfers, all parties involved in the conflict have a duty to protect civilians.
The attacks against civilians and infrastructure by the Salva Kiir regime must stop, and the South Sudanese people appeal to the Russian Federation as a member state to make every effort for peace in the world.
The discussions among South Sudanese civil society organizations and opposition groups are concerning, as they highlight the insecurity concerns created by the Kiir regime. The South Sudanese people emphasize that arms transfers to the Salva Kiir tribal regime will not bring peace or stability, and it does not grant the regime the right to defend itself.
The regime is at war with its own citizens and not with an external invader state. Therefore, the regimcan notot use Article 51 of the Charter of the United Nations.
The South Sudanese people express concern that arms sales to the Juba regime will escalate the conflict and potentially divert weapons to unintended recipients. They stress that the conflict is targeting civilians based on ethnicity, and they believe that negotiations are necessary for peace. The transfer of lethal weapons only fuels violence and human massacres.
The representative of the Russian Federation in the UN should voice concern over the transfer of powerful weapons systems to the Juba tribal regime. They should emphasize that the regime may use these weapons to commit genocide against the South Sudanese people. The South Sudanese people believe that the regime’s priority is arming its tribal militant rather than investing in food, education, healthcare, development, and security.
Since the beginning of the conflict in South Sudan, there has been a lack of willingness to engage in dialogue and abandon the illusion of military victory. Only a negotiated solution can bring lasting peace. Transfers of lethal weapons undermine the possibility of a peaceful outcome and only contribute to more violence. Concerns are raised about the diversion of arms and ammunition, as well as the lack of proper accounting for lightweight, man-portable, and untraceable weapons. These weapons should not be retained by the tribal regime, paramilitary groups, or militias, as they may be used against civilians. The importance of the Arms Trade Treaty is underscored, and the Russian Federation Government is urged to adopt measures to ensure compliance and encourage other states to adhere to the agreement.
