The detention of former prime minister Abdullah Hamdok, who currently leads the Coordination of Civil Democratic Forces, popularly known as Tagadum, along with other leaders, by Sudanese authorities has sparked outrage and condemnation.

Hamdok and other leaders of the civil democratic forces were issued arrest warrants by the Sudanese Attorney General’s office, which demanded that they turn themselves in at the closest police station.

The Attorney General’s decision was based on a complaint that the Rapid Support Forces (RSF) filed with the National Committee for War Crimes and Violations. The RSF filed the complaint in a Port Sudanese court under articles pertaining to inciting, waging war against the state, collaborating, and undermining the constitutional system.

Yassir Arman, Khalid Omar, Siddiq Alsadiq, Mariam Al-Mahdi, and journalist Shauki Abdelazim are a few of the well-known people in custody.

A member of the Freedom and Change Forces’ legal council, Almoez Hadara, denounced the action and called it nefarious. He questioned the National Committee’s makeup and character, its national status claim, and the person who gave it the power to bring legal action and submit complaints.

Hadara says that no one is allowed to create a committee for prosecution under the Law of Criminal Procedure.

“Under the guise of legalising violations, the Attorney General has become a tool just as the National Congress Party used it to eliminate political opponents, using it also against its members who disagreed with it,” he alleged. “It appears that the decision to file the complaint was prompted by comments made recently by Yassir Al-Atta about the prosecution’s actions, as well as by Islamist organisations and other users on social media.”

Essam-Eldeen Khadir, a political analyst from Sudan, told Radio Tamazuj that he doesn’t think the detention letter that the administration of Port Sudan’s Prosecutor General’s office released is shocking. He argues that the action is detrimental politically but worthless legally.

“This action was taken to obstruct the American envoy to Sudan’s announcement that the negotiations in Jeddah would resume on April 28.” Khadir said. “The government makes unclear and inconsistent decisions because it lacks control.”

    The Introduction:
    The Nilotia People Movement (NPM) and Nilotia People Defense Force (NPDF) is a revolutionary movement and membership is open, unless otherwise decided.
    The revolution is for all the people who wage and practice it, and the movement is a political and military revolutionary organization that have the right to direct the revolution for its people’s.
    Inclusive leadership is the sole method of the movement.

    The NPM and NPDF was establish in 2023 by the sons and daughters of Greater Upper Nile Region in order to encounter the systemic failure and abuse from the regional, corrupt, oppressor, dictatorship, authoritarian and failed government in Juba under Salva Kiir and his SPLM ruling Party.
    The Greater Upper Nile Region is one of the three (3) regions of South Sudan that comprise of nine ethnic nationalities- the Nuer, the Chollo, the Dinka, the Murile, the Maban, the Koma, the Anyuak, the Kachipo, and the Jie.

    The man-made civil war broke out in South Sudan in mid December 2013 and continues until today was due to failed leadership of SPLM-ruling party coinciding with power struggle within the leadership. This crisis has created unbearable sufferings and enormous destructions that devastated most of these three regions of the Republic of South Sudan.

    This crisis has also brought division, mistrust, resentment, and conflict among the communities within the country and particularly in the Greater Upper Nile region. Kiir’s and his SPLM-led regime deliberately orchestrated these crises in order to destroy the peaceful co-existing among these communities and to dismantle their social fabric that has been there for centuries. The Greater Upper Nile Region communities used to get long and love themselves however, they have been divided by Salva Kiir or his SPLM regime’s and implanted hatred among the sons and daughters of Greater Upper Nile Region. All of these have been confirmed by many credible sources that Kiir‘s regime uses both political and military leaders to conspire, manipulate, and plan the long hostility and hatred among the ethnic groups in the Greater Upper Nile Region communities.

    THE TERRITORY OF GREATER UPPER NILE REGION.
    Geography:
    The Greater Upper Nile Region borders Ethiopia
    to the east and the Republic of Sudan to the north. The South Sudanese region of Bahr el Ghazal lies to the west and the region of Equatoria lies to the South of Greater Upper Nile.
    The Greater Upper Nile is a region of northeastern South Sudan it is named for the White Nile (it is its lowest portion in South Sudan), a tributary of the Nile River in North and Eastern Africa.

    History:
    The Greater Upper Nile Region seceded from the Republic of Sudan along with its fellow Southern Sudanese regions of Bahr el Ghazal and Equatoria. The three regions now constitute the Republic of South Sudan.

Our work is rooted in diversity and racial equity, civic engagement, and supportive policies and institutions for all citizens.

    STRATEGIC OBJECTIVES
    The NPM and NPDF is a Political and a Military movement consisting of the nine ethnic groups in homeland (The Greater Upper Nile Region). All of its members pulled out from various party both in South Sudan and in diaspora. As stated, one of its fundamental reason is that the SPLM-led government under Salva Kiir was ignoring the right of people from other regions or parties. The founder members of the NPM are all concern citizens of the greater Upper Nile region, a region where its members have been discriminated, killed, marginalized and destroyed by SPLM Party or Kiir regime’s. That being said, this region will only re-emerged when the NPM and NPDF objective of new of decentral democratic Federalism, and social democratic system is achieved.

    The NPM is advocating for agenda of regionalization aiming for Decentral Federalism, and social democratic systems. Therefore, the NPM rejects the notion of a unitary state. Its founding members introduce the following demand, and empathize on the Right to Self-Determination towards independence, for the establishment of the “Republic of Nilotia”. We demand;

    I) The Right to self-determination shall be the highest form towards freedom, independence of new sovereign state, progressive economy growing, secured political space, stronger security sectors, and sustainable developments for the people’s of greater upper nile region. As free choice of citizens of their own act without external compulsion, and especially as the freedom of the people of a given territory to determine their own political, economic, security, and independence Status from the current state of the Republic of South Sudan.
    NPM it is not only intends to provide constitutional divisions of powers of government among two or more orders of government, it is equally devoted to the allocation of resources. NPM establishes proper mechanism system for allocation and utilization of the resources, we empathize as follow.
    II) Protection and promotion of free market development and ownership of resources in greater upper nile region.
    III) The abolition of entrenched limitations that prevent the equal distribution of caring responsibilities, which was practice by Salva Kiir current failed, discriminatory, dictatorship, and corrupt government.

    It’s important to recognize that Greater Upper Nile Region is rich in natural resources such as oil, natural gas, and minerals. The region also has abundant of fish, and animals husbandry with massive fertile agricultural land that can produce plenty of food. NPM have proper plans for allocation of these resources, it is necessary and to have a balance approach to be adopted.

    The fundamental concepts of NPM/NPDF Political Statement, we empathize that;
    Our Leadership Means that;
    The NPM and NPDF Leadership is an ability of an individual to lead, inspire and guide to transform other individuals, groups, organizations or society for a good cause of greater upper nile region. In NPM and NPDF we believe that our Management is doing things right; and our Leadership is doing the right things.

    NPM leader shall works for the betterment of the society. The leader Is mandated or elected by the members of the NPM. A political or military leader shall requires statesmanship, security experience, or military background; as opposed to just being a politician – this means having the integrity and willingness to stand up for what is right, even if it means resigning a position in government or losing an election.
    The Nilotia People Movement and Nilotia People Defense Force main center is to foster a national trust and a historic responsibility. We must shoulder the precious trust and recognize the historic responsibility. The people of greater upper nile region must prepare to inspire the spirit of organized revolutionary fight in every soul that is sincere to People of Upper Nile Region and that believes in its liberation. Let us train ourselves to be patient and to face ordeals, bear calamities, sacrifice, souls, time, resources, and an effort. All these are the weapons of revolutionaries.

    Dear citizens, we can not stop the calm of the silence of the sincere, the determination of the revolutionaries, the resolve of the believers, and the patience of the strugglers, we must act quickly because our people cannot spare a single moment after our tragedy continued throughout all those long years. We must know that our enemy is determined to destroy, eliminate our cultural values, loot resources, relocate our citizens from their home land.
    We must be strong and battle ferociously as long. We must understand that determination, patience, secrecy, confidentiality, adherence to the principles and goals of the revolution.

    United, Empower People in an Inclusive Society:
    True evolution cannot be obtained without a unifying, organizing and equipping the people of the Greater Upper Nile Region. The NPM is asking for your joints for our freedom so that we can create an inclusive, united society – This for our a new national unity that will reinvent Upper Nile Region. We, promise to build one solid team Upper Nile Region by re¬inventing our community selves, our attitudes and our way of life. The Nilotia People Movement will be arrived amidst enormous changes to the prosperous of our homeland.

    The massive majority of our population is under 35 years old. We have millions of young men and women distressed to get better job, protection, health¬care, quality education. We know for certain, that our people are sitting on top of billions, trillions of dollars value of Gold, Oil, National Gas, Diamond, Manganese, even more and vast tracts of fertile land des¬perate for simple irrigation to create a wealthy republic. It is clear that we have the youthful demand and the abundant resources to be used to dramatically build stronger security sectors, sustainable economy development, quality education, productive agricultural, mining sector, healthcare sectors and job opportunities.

    But we cannot benefit from these natural resources until Upper Nile Region is free politically, economically and with stronger security sectors, and have leadership that is truly decentral democratic federal, social democratic systems and does not aim to be an elected dictatorship. Ours is a leadership that is prepared to empower the people of greater upper nile region in order to unleash the energy to fight for their liberation struggle for the independence of greater upper nile region and for the establishment of the “Republic of Nilotia.” The NPM promise to give power to its people of greater upper nile region to ensure broad national development and prosperity.

    In these times of dramatic insecurities, economic hardships, uncertainty of nationhood and social independency, Kiir SPLM led Government in Juba has remained constant – a toxic, winner-takes-all, a political culture that has a deadly vice grip on the throats of our people. If we do not take concrete, sure steps away from this corrupt Kiir regime, discriminatory policies against our region, ill political culture, we will remain a nation made poor by leaders who just want to win power for the sake of winning power to further their aims of self-enrichment.
    The NPM has emerged with the courage to stand-up and say we are not just here to give vacant promises to win our freedom and power. We will not abuse the name of mighty God with vain prophesies. We will not state publicly that we are not corrupt, yet refuse to make known our duty to you.

    We are here to let every single Upper Nilians know that you joint the NPM, you, as a Upper Nilians citizen will win power, whether you are Chris¬tian, Muslim, male or female, young or old; or Living with Disability. We are here to let you know that when NPM wins this liberation it for our freedom as citizens of the greater upper nile region, every single individual that joints will be a certain winner, no matter which po¬litical party you joint from.

    We will win freedom and power because the NPM believes that no political party can bring true progress to Upper Nilians people’s unless we liberate our homeland and to freedom. Together, we can use the power of our individual joints to destroy and defeat the enemy. We will develop or draft our constitution to strengthen par-liament, elect all offices, and create a strong independent public prosecutors to root out gov¬ernment corruption. In addition, the NPM shall give a solid, unshakable promise to work with Parliament to pass the Right to Information Bill to bring transparency and encourage accountability in government.

    Conclusion:
    To move Upper Nile Region forward, we, the people of the land, must unite to con¬strain the absolute power of Kiir regime. NPM will be political and military movement bold enough to pledge to call for region citizens to ensure effective liberation movement by removing the aspects of the SPLM exploiter policies that were designed to perpetuate a winner-takes-all or the ruling party which promotes corruption. The NPM wants your joints to gain the freedom and authority to make it happen. Upper Nile Region greatly needs to win or gain its independence to develop a friendly political system to match the strides that our economy and society can make in the wealthy republic. The NPM is of¬fering a gallant and transformational change that will do away with the SPLM’s led government extremely, exclusionary political system. This is the transformation or change that the NPM is offering you in after our freedom.
